RecFind is back in SA!

After a very long hiatus we are most pleased to announce that we are once again able to market our records and document management products to South Australian government agencies.

We won the first five-year Whole of Government (WOG) panel with RecFind 3.2 in 1995 and this resulted in RecFind (3.2 and 4.0) being licensed for 43,000 desktops within the SA government by the end of 2000.

However, we were not part of the subsequent two panel contracts and this has left thousands of users in SA still using very old versions of our products. The fact that they are still running and doing the job in 2009 is however, strong testimony to their functionality and robustness. RecFind has long been acknowledged as an incredibly stable and durable product.

Fully aware of the pending cessation of the existing EDRMS panel on July 31 2009 we have been working with the SA government for some time to ensure that our latest product RecFind 6 meets all of the coming new requirements (including full VERS certification).

The following link details the new requirements as described by State Records.

South Australian Government New EDRMS Requirements

We are pleased to announce that we believe RecFind 6 meets or exceeds all of these requirements.

We will celebrate this important event by both re-opening our Adelaide support office (I will be in Adelaide on July 16th to select our new office) and by offering our loyal SA government customers the opportunity to upgrade their old versions of RecFind to RecFind 6 from August 1, 2009.

Note that under the new arrangement, it is up to each agency to establish system compliance by evaluating RecFind 6 against the SA Government requirements and their own business needs. That is, there will be no centralized certification process; it is up to each agency to determine if RecFind 6 complies. Please speak to State Records if you need clarification on this approach.

This upgrade offer is a significantly lower cost way to acquire what we believe is the world's most modern and capable electronic document and records management system (EDRMS). It is an important concession when the world is experiencing the worst economic downturn since the Great Depression and it should allow SA government agencies to significantly reduce their planned expenditures on new EDRMS.

The only pre-condition from us is that that you must have held a previous licence to any version of RecFind. If you have then you can acquire RecFind 6 at a fraction of its list price by simply renewing your ASU (Automatic Software Upgrade) agreement with us.

The second major benefit will be a seamless conversion of your old RecFind data to RecFind 6 format. No other vendor can offer this because of the proprietary nature of the old RecFind databases.

The third major benefit will be a brand new product based on the very latest .NET 2008 smart-client technology that still maintains a familiar RecFind 'look and feel' so your users can transition to a new product with the minimum amount of difficulty and cost.

The forth major benefit is an array of carefully costed and 'packaged' services to take you from where you are now to up and running on RecFind 6 in the shortest possible time and at the lowest possible cost.

South Australian Government New EDRMS Requirements

The South Australian Government Electronic Document and Records Management System (EDRMS) Panel will expire on 31 July 2009. Following discussions with government stakeholders it has been decided that the panel will not be re-established.

Instead, it will be replaced with a framework of standards that will ensure the continuation of a mandated approach to EDRMS procurement through an approved standard developed by State Records of SA (SRSA). Minimum government compliance requirements will be met through a functional specification, a metadata standard and compliance with the Victorian Electronic Records Strategy (VERS).

This approach has been endorsed by the SA Government ICT Board and the Minister Assisting the Premier in Cabinet Business and Public Sector Management.

From 1 August 2009 agencies who have not procured from the EDRMS Panel will be required to procure a system that meets the minimum compliance requirements set out in the suite of standards and guidelines published by SRSA, plus their own business requirements. System procurement will occur through established agency tender processes and system compliancy will be evaluated by agencies as part of this process.

The suite of SRSA standards and guidelines are:

  • Document and Records Management System Standard (2009)
  • EDRMS Functional Specification Standard (2009)
  • South Australian Recordkeeping Metadata Standard (SARKMS) (2009)
  • EDRMS Design Standard (2009)
  • Across Government EDRMS Procurement and Pre-Implementation Guideline (2009)

These documents will be available on the SRSA website www.archives.sa.gov.au prior to 1 August 2009.

Even though the panel is expiring, for an EDRMS to be procured in South Australia by a state government agency, it is still a mandatory requirement that the solution:

  • Is released in the Australian market (the version being bid) and is fully functional in at least one organization (other than its own) located in Australia
  • Is currently supported in the Australian market by the supplier
  • Provides a complete solution, not a partial solution
  • Is compliant with all specifications (1 to 5) of VERS Version 2
  • Meets all (100%) of the functional and technical requirements, which are mandatory, as an 'off the shelf' solution without significant customization
  • Captures and maintains all of the mandatory recordkeeping metadata elements, in accordance with SARKMS, as a permanent record.
